Public sector

Keep essential services moving when staffing changes

Frekyl helps public-sector teams manage employee call-offs, shift coverage, workforce alerts, and follow-up workflows through SMS and automated IVR — without relying on phone trees, voicemail, or disconnected spreadsheets.

An employee reporting an absence by SMS, the Frekyl Attendance text thread, a Who's out today panel showing 10 of 12 staffed with two called off, and a public works operator checking his phone in a plow yard at dawn
Continuity

The work does not stop because someone called off

A route still has to be driven. A plant still has to be staffed. Snow still has to come off the road before the morning commute. Public-sector operations carry obligations that do not move when attendance does, and the gap between a call-off and a covered shift is where service quality is won or lost.

Public works

A crew of six goes out as a crew of four

Two operators call off before the morning dispatch. The supervisor sees both absences in one place instead of picking up two voicemails, and coverage outreach can start before the crew is due to roll.

Transit

An operator calls off and a route is exposed

The absence is captured with the details your dispatch team needs, routed to the garage running that board, and eligible operators can be contacted for the open work.

Water & wastewater

A treatment plant has to stay staffed

Certain roles cannot simply go unfilled. Thresholds you configure for the plant are monitored, and the right supervisors are alerted when coverage drops to the level you defined.

Facilities

A building still has to open on time

Custodial and maintenance teams are spread across sites. An absence at one facility is routed to the manager responsible for it, and any acknowledgement you require is captured.

Winter operations

A snow event begins overnight

Several operators call off before the morning shift. Frekyl captures the absences, managers are alerted, configured staffing thresholds can be monitored, eligible employees can be contacted for coverage, and affected crews can receive operational updates.

Know about the call-off before it becomes a service problem

An operator calls off by text or automated phone call. The details you require are captured the same way every time.

Workforce rules

Use the workforce rules your organization already follows

Public-sector staffing rarely comes down to who is available. It comes down to who is eligible, in what order, under an agreement that has already been negotiated. Frekyl applies the logic your organization configures.

Coverage IQ

Know when staffing drops below the level your operation defines

You set the thresholds. Frekyl watches them and tells the right people when one is reached.

By role
Plow operators on shift
Below the level configured for a snow event — the supervisor is alerted.
By department
Water treatment crew
Within the configured range, so no alert is raised.
By site
North public works yard
Threshold reached — managers and HR receive the alert you configured.

Thresholds are defined by your organization. Frekyl monitors and alerts against them; it does not determine safe staffing levels.

Questions

Public sector FAQs

Can public-sector employees report absences without an app?

Yes. Employees report by SMS or automated IVR call from the phone they already carry. There is nothing to install and no account to create.

Can Frekyl support union or collective-agreement workflows?

Frekyl can apply customer-defined logic around seniority, eligibility, qualifications, overtime, employee groups and award rules. It follows the rules your organization configures; it does not interpret collective agreements or determine legal obligations.

Can different sites or departments use different rules?

Yes. Workflows, routing and thresholds can be configured differently for each site, facility, department or group.

Can Frekyl help fill open shifts?

Yes. Eligible employees are identified using your configured rules, contacted by SMS or IVR, and their responses are captured. Award can be automatic or subject to manager approval.

Can we set staffing thresholds by role or facility?

Yes. Thresholds are defined by your organization and can be monitored by role, department or site. When one is reached, the managers or HR teams you nominate are alerted.

Can we send workforce alerts by SMS and IVR?

Yes. Broadcast notifications can be sent by SMS and automated IVR to targeted groups, with delivery and acknowledgement visibility where supported.

Can Forms be used for policy acknowledgements?

Yes. Share the policy or document, ask for an explicit acknowledgement, and Frekyl records it with a timestamp and keeps the response history.

Can Frekyl work across multiple facilities or depots?

Yes. One organization can run many locations, with communications and staffing workflows targeted to the relevant location or crew.

Does Frekyl determine staffing rules or legal requirements?

No. Frekyl applies the rules and thresholds your organization configures. It does not determine safe staffing levels, interpret collective agreements, or establish legal obligations.
